WhatsApp Business API pricing in India has two layers. The first is what <strong>Meta</strong> charges for each message it delivers. The second is what your <strong>Business Solution Provider</strong> (BSP), the software company you actually sign up with, charges for its platform. Most confusion, and most surprise bills, come from mixing the two up.

Pricing has also changed more in the past fifteen months than in the five years before. Meta moved to per-message billing in July 2025, raised India's marketing rate in January 2026, and <strong>from 1 October 2026 starts charging for customer-service replies</strong> that used to be free. This guide covers the current model, what is still free, what a realistic monthly bill looks like, and how to keep it down.

How WhatsApp API Pricing Works in 2026

Since 1 July 2025, Meta charges <strong>per delivered template message</strong>, replacing the old model of charging per 24-hour conversation. The price depends on two things: the template's <em>category</em> and the recipient's country code. A marketing message to a +91 number costs one rate, a utility message another, and the same message to a UAE number costs something else. Meta's pricing documentation is the official reference.

Current WhatsApp API Rates for India

Meta raised the India marketing rate from 1 January 2026, and began offering INR billing for India-based businesses from the same date. The rates below are the figures reported by Indian BSPs for Meta's India rate card. Meta's own rate calculator loads dynamically, so <strong>confirm the current figure on WhatsApp's pricing page before you budget</strong>.

Utility and authentication messages get cheaper as your monthly volume grows. Meta counts volume across your business portfolio and resets it every month. Marketing messages have no volume discount. GST at 18% applies on top of Meta's charges and on top of your BSP's fees.

The 1 October 2026 Change: Service Messages Are No Longer Free

Until now, the most useful rule in WhatsApp pricing was simple: when a customer messages you, your replies for the next 24 hours are free. That changes on <strong>1 October 2026</strong>. According to Meta's documentation, service messages and utility templates sent inside the customer service window will be charged per message, at the same rate as utility messages in that market. Service messages get no volume discount.

At about ₹0.115 per reply, this won't hurt a business that handles a few hundred chats a month. It matters for support-heavy accounts: a busy clinic, an e-commerce brand handling order queries, or a coaching institute answering admission questions all day. If your team or chatbot sends five or six short messages where one complete answer would do, you now pay for each one.

What stays free Conversations that start from a Click-to-WhatsApp ad or a Facebook Page call-to-action button open a 72-hour free entry point window. Every message in that window, templates included, remains free after 1 October. For businesses that already run CTWA ads, this is now a meaningful saving.

Is the WhatsApp Business API Free?

Access is free and messaging is not. Meta hosts the Cloud API itself, so there is no server or hosting cost and no fee simply to have API access. You pay for delivered messages as described above. In practice almost every business also pays a BSP, because the raw API has no inbox, no campaign tool and no chatbot builder. It is just an interface for developers.

Some BSPs advertise a "free plan". That usually means no monthly platform fee, while you still pay Meta's per-message charges, often with a markup. Read the per-message rate on the pricing page, not just the plan price.

What BSPs Charge on Top

BSP pricing in India follows one of three models: a monthly subscription with Meta's rates passed through at cost, a per-message markup with little or no subscription, or a mix of both. Here is how two popular Indian platforms list their prices publicly:

Compare these with Meta's base rates above and you can see the markup: roughly ₹0.09–0.23 extra per marketing message on these public price lists. On 500 messages that is nothing. On 50,000 messages a month it can be ₹5,000–11,000, more than the subscription itself. We are not recommending either provider. They are included because their prices are public and easy to check.

Worked Example: A Clinic's Monthly Bill

Say a multi-specialty clinic in Hyderabad sends appointment reminders, runs a monthly health-check offer, and answers patient questions on WhatsApp. This is an illustrative calculation using the approximate Meta rates above, for October 2026 onwards:

Add a BSP plan of roughly ₹2,500–4,000 a month, plus GST, and this clinic spends about ₹7,000–9,000 a month on WhatsApp. Two things stand out. The single marketing campaign costs four times as much as five thousand reminders. And the October change adds under ₹500 here, because service replies are billed at the cheap utility rate.

How to Keep WhatsApp API Costs Down

  • <strong>Categorise templates honestly.</strong> A reminder that sneaks in "10% off your next visit" becomes a marketing template, at about seven times the cost. Keep offers out of utility templates.
  • <strong>Segment marketing sends.</strong> A campaign to 3,000 people who asked about knee surgery converts better, and costs less, than one blasted to 20,000 contacts.
  • <strong>Use Click-to-WhatsApp ads for acquisition.</strong> The 72-hour free window covers the whole qualifying conversation.
  • <strong>Write complete replies.</strong> After 1 October, three fragments cost three times as much as one clear answer. Check your chatbot flows for this.
  • <strong>Compare the per-message rate, not the plan price,</strong> when choosing a BSP, and ask whether they pass Meta's rates through at cost.
  • <strong>Clean your list.</strong> Undelivered messages aren't charged, but messages to people who ignore you still are, and they hurt your quality rating.

Other 2026 Changes Worth Knowing

  • <strong>INR billing:</strong> India-based businesses can be billed in rupees from 1 January 2026, and Meta requires accounts to move to INR billing by 31 December 2026.
  • <strong>Usernames:</strong> WhatsApp began rolling out usernames and business-scoped user IDs in 2026, so some users will reach you without sharing their phone number. Check that your BSP supports this.
  • <strong>Marketing Messages API:</strong> Meta's optimised channel for marketing templates uses its ads systems to decide delivery and adds conversion reporting. It is worth asking your BSP about if you send large campaigns.
